so how does this work? a car/truck drives along almost every street constantly taking photos? how long does it take to do that and how much would it cost for a free service to the public? we arn't paying to look at it so why are they spending so much money on this?

I believe they spent 6 months travelling around Australia.  There were a number of cars.   I did read an article the other week, but can't recall how many.
