so how does this work? a car/truck drives along almost every street constantly taking photos? how long does it take to do that and how much would it cost for a free service to the public? we arn't paying to look at it so why are they spending so much money on this?

The whole theory for Google is that if they provide more tools, more people will use the Internet (or the same people in more ways), and that provides for advertising opportunities.
