I was looking at the website this morning Scud trying to find the full drivers list.  I'm either blind or it's not out yet and if not when do you think it will be released.

So he's outside the 5 year co-driver rule.

He'a actually never really won anything of note or even finished in the top 5 even though he's been competitive in a lot of big international championships. Mostly due to a partly funded career, rather than a lack of talent. This could be an inspired choice.
