Yes, I'm thinking it isn't legal.  I get no comfort from his suggestion that Govt agencies are telling him it is not illegal.  Can you imagine any of these agencies giving this advice?!

Well its a pretty tidy little scheme if it does avoid the game of change licensing by turning it into a game of skill instead.

But win or lose, I don't think I'd be happy at the end knowing that I'd contributed to him selling his Elise S for $170000.
