Mr Peter Debnam to the Minister for Transport, and Minister for Roads—

    In relation to 'painted' or illegal number plates for vehicles:
    (1) Is the Roads and Traffic Authority (RTA) aware of a market for illegal number plates in NSW and if so what is the size of that market by number and dollar value?

    (2) What RTA strategies are in place to address the issue?

    (3) Has the RTA considered marketing a premium 'painted' plate?

Answer—

    (1) Yes. The RTA is aware that some dishonest persons are involved in the manufacture and sale of illegal number plates. However, since the RTA is not involved with enforcement of the offence of displaying illegal number plates, the RTA is not aware of the size of that market, nor of its dollar value.

    Under Clause 85 (1) (b) of the Road Transport (Vehicle Registration) Regulation 1998, "The driver of a registrable vehicle is guilty of an offence if the vehicle is used on a road or road related area with a number plate affixed that was not issued by the Authority or was not issued for that vehicle." The RTA is responsible for the administration of this legislation, but the NSW Police Service is responsible for its enforcement.


    (2) When illegal number plates are reported to the RTA, the usual practice is to refer the matter to the Police Service for investigation and appropriate follow-up action. Anecdotal evidence available to the RTA is that illegal number plates usually fall into one of two main categories.

    (a) The first is number plates which have been re-manufactured to be smaller than original plates, usually for display on the front of sports cars which have a streamlined front end, and where it is claimed that the attachment of a standard sized number plate would impede the flow of cooling air to the engine. The RTA addressed this issued in 1992 by designing and releasing the premium number plates. Premium plates have a very narrow front number plate which was especially designed to minimise, or completely remove any impedance to the flow of cooling air to the engines of modern vehicles which have a streamlined front end.

    (b) The second category is where holders of yellow custom number plates, or white custom number plates which consist of character combinations with the letter "O" preceding numbers, or the letter "O" between or after numbers, have the plates re-made as black plates to make them appear to be the much more valuable numeral only number plates.

    On a recent occasion where this type of fraud was reported to the RTA, the matter was referred to the Police Service.

    In subsequent correspondence with the Police about this matter, the RTA endorsed the continued high profile enforcement by police of laws concerning the display of illegal number plates, and also agreed with the proposal put by police that where illegal number plates were found to be displayed by a vehicle being used on a road or road related area, those plates should be confiscated by the police.


    (3) No. The only number plates issued by the RTA are embossed steel plates, embossed aluminium plates, or baked vitreous enamel numeric plates. Numeric number plates may also be manufactured as embossed plates if requested by the customer. All 'general issue' plates, 'personalised' plates and 'custom' number plates are manufactured with embossed (or raised) registration characters as a security measure. This process is used to reduce the possibility of forgery, and to enable bogus number plates to be easily identified if they are re-manufactured by means of a different manufacturing process.

Just thought I would ask the brains trust here if you think there is any value in NSW (black on white) plate "ELI5E". My biz partner has had to blue slip his Elise as he hardly drives it and forgot to do the rego in time, went to the RTA and they wanted him to remove the plates from the car, hand them over the counter, pay $$ and then they would hand them straight back. He doesnt get on well with the RTA and isn't sure if he should keep them.
