There's a big plate culture here. As Tom says, it's all down to population.

BTW, SA 911 is a five character custom plate, not a three digit historic with rights.

If there is a big plate culture there I would have thought it pretty easy to soak up 999 collectible heritage plates. IMHO there is little collectible or investment value in any plate beyond the single, double and triple digit heritage plates.

Double to triple the electrical supply and water rates.

Fair enough; but that is more than countered by the cheaper housing costs.

With vastly cheaper housing costs in SA compared to VIC and NSW the average SA resident should have more free income than those in the eastern states.

I did some calculations on my property returns recently.  Yields are very low, land tax is immensely high -  victoria is about 1/4 of our land tax.  Water and electricity very high.  Stamp duty high.

High unemployment, businesses shutting doors

People just aren't spending in SA

The catholic church is just too powerful in SA IMHO

maybe a member of the clergy should get 666 for their high rollers car

Well you can only hope those that stopped it die a horrible death with cancer that has unbearable pain that cant be alleviated by drugs.
That's what euthanasia is all about.
