Who says it's a lift?  Maybe there's a road that spirals up and down it that you have to drive... :tilt:

That'd be fantastic!  What a drive.  But there's some inner city carparks here with spiral ramps which are only 5 storeys or so and it's easy to get dizzy with driving down just that number of floors.  Imagine hundreds of metres of it!  Seriously I doubt they'll have a ramp to the top.  It would be a very inefficient use of space, and would probably look terrrible as it would need to go on or near the outside of the building so there's sufficient radius in the spiral.  It could be made into an architectural feature, but as it looks like the building has a "wavy" design that is constantly rotating, rather than static conical or cyclindrical shape, I'd say it'd be very difficult to incorporate into the design any sort of spiral car ramp to the top.
