ok for the porsche pic i sorta cheated. just used the airbrush and painted a blue sky.  :D

Probably could have done it in Picasa with gradient tint - problem with washed out skies is that it has nothing to "grab" on when it tints, so the result can often look quite artificial.

i didnt just paint it free hand. i did select the area first. there are a miriad of ways of doing it

I know this is a very old thread, but if anyone's still experiencing issues with this, it's definitely worth explaining...

I recently found that if I'm editing a photo such as this, you can use the blue luminance slider to adjust the levels of blueness, if you will, in the sky :P  I'm not sure if everyone knows about this yet, but it's a pretty easy way to improve the sky in some of your shots.

It doesn't always work though. There has to be traces of blue in the sky for it to be brought out with the tool, if it's completely washed out, it becomes much harder.

This isn't an exactly perfect example because it was a stunning day, but you get the idea:
